pCEMP & CEMP

A pCEMP (preliminary Construction Environmental Management Plan) or a CEMP (Construction Environmental Management Plan) are documents which help ensure construction work considers environmental risks throughout a project’s lifespan. They identify, prevent or mitigate impacts on the environment for large infrastructure projects.

pCEMP

  • Completed at the planning stage a pCEMP is recommended for a large construction project or projects that are particularly environmentally sensitive or near environmentally sensitive locations
  • This document will be high level, having only outline detail
  • Its purpose is to support a planning application, and local authorities may request it as part of a further information request
  • A pCEMP is a draft document and will usually be updated at the construction stage

CEMP

  • Can be a standalone document or an upgrade of a pCEMP
  • Needed at the pre-construction or construction phase
  • Is detailed and specific including the methodologies of construction
  • It is required to guide the actual construction activities to reduce environmental impact
  • It is a live document which must be continuously checked and updated if activity changes during construction

These documents are usually legally mandated through a combination of planning, environmental and construction regulations. When you find out you need it for your project you should contact an environmental consultant to help you navigate the requirements of these documents.

The pCEMP and CEMP are agreed between the client and the environmental consultancy, then sent to the local authority for review. They will either accept it or it will require changes. As mentioned, the CEMP is a live document throughout the constructive phase, if changes are made to the plans then the CEMP must be amended.

We would encourage anyone considering a construction project to get in touch with us so we can help you through the process. We have always found it is more efficient to pre-empt these documents being required to ensure the planning process goes as smoothly as possible.
